Welcome to the website of the Economic and Social Development Commission.

The Economic and Social Development Commission (hereafter, the Commission) is a social dialogue institution that workers, entrepreneurs, government officials and experts in various fields are participated to consult industrial, economic and social policies related to labour.

The commission was most instrumental in overcoming the Asian currency crisis in 1997 and global economic crisis in 2009. Furthermore,
its critical influence in our national democracy, economic development, and social integration has fostered agreements to improve labour, economic and social policies.

Recently, the Commission has derived social agreements and consensus in the context of major labour issues, such as reduction of hours worked, inclusion of all generations in the workforce, social safety net to ensure work pay reinforcement and industrial accident prevention.

As one of the primary objectives of the new administration is to accomplish “70% employment rate and 70% middle class”, an effective social dialogue to lead social agreements is more critical than ever. For instance, it is essential for tripartite to collaborate in order to reform the long hour work system to promote creation of high quality jobs.

Social dialogue should lead to rational resolutions of problems in the context of newly raised pending agenda in labour issues such as improvement of future oriented wage system, protection measures of non regular workers like economically dependent workers, and construction of social safety net in employment, social welfare and education.

Our goal is to actively search and develop agendas to stabilize industrial relations, innovate institutional systems, and reform labour markets through social integration and sustainable development, all of which are accomplished through tripartite discussions.

The Commission has created several opportunities for economic agencies to negotiate to overcome crises and challenges in the past. These efforts of tripartite in collaboration are valuable experiences and priceless social assets. With these accomplishments, it is time to expand social dialogue to contribute to our nation's further development to become more advanced society.

The commission would like to hear your thoughts and opinions to ensure a broadened social dialogue. Internet will be available 24/7 for public opinion. We are looking forward to your enthusiastic participation.

SHIN, Young-chul
